It provides the framework and sets the tone of the relationship governing the endeavour.   Often, however, the longer term, human resource and organisational development aspects of the immediate requirement are overlooked or given a token representation.  Strategic procurement brings these broader facets together to not only deliver the project or service outcome but also increase the competency and capacity of the parties involved.
